This idea of surveillance as the power of the state is synthesized in the idea of a panopticon.

 

​The power-figure in the centre can observe all the inmates in their respective prisons and thereby enforce a behavior by mere observation.

 

In such a case it is not punishment that implicates obedience it is the mere fear of punishment that demands the prisoners to act in a specified way.
